Try to connect with some other database client and see if you can import. MySQL workbench

It seems to be a general error. There can be lot of reasons. Check ur file uploading size limit. You can compress ur .sql file to zip then import. Sasta jugaad: copy the content paste ij SQL editor and click go.. Also somehow u should confirm ur server Disk quota does not exceeded..
