Not a single factor, there are a lot of things. 1. Lack of capital (it is needed even if your model is capital-independent) 2. Lack of time to invest (due to dependencies like job, studies and other responsibilities) 3. Lack of resources (Human resources in particular which are needed to build corporate strategy and business model) Simimarly there are many other things which need to be taken care of.
