There's a small chance if you try it how about converting the video into negative , i would not suggest converting just a screenshot but the video into negative and maybe just maybe you might be able to capture the plates...i dont know how it would be done but thats your best bet. No the enhancement is hollywood only. Unless the cctv is actually 4k or 8k capable

Can see the plate clearly as in the outline of it but can’t see the numbers.

Chk the direction the car went in, go to other nearby houses who have CCTV installed, and try to collect a copy of the footage from them. Now a days many ppl have cameras installed. You just have to make an initiative. But I doubt ppl will allow you to view their cctv footage just over a dog issue.I know, shallow, but true.

Contrary to your assumption (thankfully) not only have the Punjab police been very helpful but we have also obtained special permission to access private and some other govt. cameras all across that lane. Still not clear enough hence this post.

Well....in short its not possible simply because the camera did not capture the details, there are softwares to sharpen or enhance the footage but for the most part its gimmicky and never works...However if someone needs a reliable cctv setup do msg me we have been in the business for years.

in which format do you have the video? which type of camera actually recorded the video? which NVR/DVR you are using?
