You should be able to transfer funds from your bank account to your relative's account directly. State Bank of Pakistan allows all banks to do these sort of transactions in case of medical treatment or education. The link on SBP is not working right now, so I'm pasting a link from JS Bank's website, but your own bank should have this in place as well, ask your branch manager: https://www.jsbl.com/remittances-for-medical-treatment-abroad/
