But it only applies on cash withdrawal or cross check. It doesn't aplly if you are doing this through ATM machine or internet banking

Yes. 0.06 for filers and 0.03 foe non filers but only if you will send withdraw amount over 50k. And 0% for filers. They can withdraw unlimited amount via chec or either atm either online banking
